Steffen Gratz was born in Zerbst (Anhalt) in 1974 and grew up in Dessau. He studied law in Leipzig. He started as a lawyer with CMS Hasche Sigle in 2001. He gained his doctorate on a radio, telecommunication and competition law analysis of obstructions for communications subscribers in use of the third mobile telecommunications generation (UMTS) at the chair of Prof. Dr. Wolfgang Hoffmann-Riem (judge at the German Federal Constitutional Court) at Hamburg University. He has a degree as a lawyer specialised in construction and architect's law.
